This appears to be the oldest of the Rubber Leg lures shown here. It is stamped: DEVELS Horse Pa Scooter. It has the legs coming out between the middle hook and the rear hook. All the other lures have the legs coming out by the front hook. One of the lures is stamped: Devils Horse.
